It has been a profound honor to preside over County Court at Law #3, and I am excited to seek re-election to continue serving fairly, efficiently, and respectfully.

As an El Paso native, I have always been mindful of community service and utilizing my skills and knowledge to help others. Prior to practicing law, I was a public school substitute teacher and intern for the support of refugees, among participating in many other activities that impact our community. I believe public service is a noble calling, and my experience on and off the bench proves I am dedicated to ensuring justice is served in County Court at Law #3.


Judge Baeza has served with distinction, delivering fair, timely, and principled decisions that uphold the law. 

In recognition of these qualities, Judge Baeza was awarded the Honorable Sam Paxson Outstanding Jurist Award in 2025 by the El Paso Bar Association. 

In her first term on the bench, Judge Baeza joined the Ethics Committee with the Judicial Section of the State Bar of Texas. She also serves as the Secretary/Treasurer for the Texas County Courts at Law Judges Association.


Melissa Baeza is a proud member of the El Paso community.

Melissa attended El Paso public schools through her graduation from Montwood High School. Melissa received her law degree from Texas Tech University after graduating from St. Mary’s University.

She returned to El Paso after law school and practiced law for over thirteen years. Her practice focused on litigation. She represented individuals and businesses in both state and federal court. Having represented plaintiffs and defendants in civil matters through jury and bench trials, she understands the challenges on both sides of a dispute.

Melissa is the former President of the El Paso Women’s Bar Association and is a former board member of the El Paso Bar Association.

For several years, she was a performer in VIVA! El Paso, the outdoor musical and drama that celebrates El Paso’s rich history and culture. She was a participant in Leadership El Paso Class 33, sponsored by the El Paso Chamber, and is a member of the League of Women Voters and the Executive Women Lions Club.

Melissa and her husband, Raymond, are the proud parents of their two energetic sons who keep them very busy with sports and school activities.
